Mayor Thomas Sims called the regular Council Meeting of October 12, 2015 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Council Members John Ruymann, Angelo Cilluffo, Traci Fallow, Alan Palmerson, and Julie Zehe answered roll call. Full Quorum.
APPROVAL OF MINUTES:
A motion was made by Councilperson Ruymann with a second by Councilperson Zehe to accept the regular minutes of September 14, 2015. Motion carried.
PUBLIC HEARING: none
CITIZENS COMMENTS: none
MAYOR’S REPORT:
Code Enforcement – Don Terry is working on getting some of the problem houses in town taken care of and has provided reports for the mayor and Council on these actions.
Tribal Jail Contract – On hold on while Tribe reviews the contract.
Annexation – Oakville Rodeo Grounds wants to annex to the City.
PRESENTATIONS/COMMITTEE REPORTS: none
ATTORNEY’S REPORT:
Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.
At this time a motion was made by Councilperson Fallow with a second by Councilperson Ruymann to ratify the Mayors decision to spend the $2,417.99 to fix the lights in the Library on short notice due to the emergency situation. - Motion carried.
POLICE REPORT: none
WATER/STREET REPORT:
Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. The council was also updated on Flood Authority News. Discussion on the inspection and condition of the water reservoir tanks, a full written report will be provided on the next report. Also the costs of providing power to the reservoir site and a building for the new booster pump will be provided to council at the next meeting.
A motion was made by Councilperson Ruymann with a second by Councilperson Cilluffo to pay Michael Townsend the $818.55 for the booster pump that he purchased, that will be used and maintained by the City. - Motion carried. Dan Glenn will work on a new agreement with Mr. Townsend.
STAFF REPORT: none
OLD BUSINESS:
A motion was made by Councilperson Fallow with a second by Councilperson Zehe to use the Stark painting bid that the FOTL approved to paint the acoustic tiles in the Library. - Motion carried.
CORRESPONDENCE:
Letter from FOTL- Asking for the City to get bids for replacing the window above the council chambers, they would like to pay for the project. A motion was made by Councilperson Cilluffo with a second by Councilperson Fallow to get bids for this project. - Motion carried.
NEW BUSINESS:
Uses for possible Annexation tax money – discussion moved to workshop.
Discussion about adding to our camera security system for the Park and Water Facilities. A motion was made by Councilperson Cilluffo with a second by Councilperson Fallow to get bids for cameras. - Motion carried.
*side note from mayor – Chamber will be doing the Spaghetti Feed and Christmas Tree Lighting ceremony, and a St. Patties Day Corn Beef and Cabbage dinner at the Rodeo grounds this year to raise money for The Giving Tree.

CLERK’S REPORT:
Clerk-Treasurer Amy Durga, submitted: Checks #18238-18253 dated 09-29-15, in the amount of $5,146.73. Checks #18254-18270 dated 10-08-15, in the amount of $17,901.71. Payroll Checks #12413-12431 dated 09-30-15 in the amount of $12,725.07.
Motion was made by Councilperson Fallow and seconded by Councilperson Zehe to accept the Clerk’s Report as presented for payment of the bills. Motion carried.
COUNCIL COMMENTS:
Councilperson Palmerson would like to see the council keep moving forward with the annexation subject. Councilperson Fallow likes the new lighting. Councilperson Cilluffo would like code enforcement to do something done about whoever is burning trash at night. Councilperson Ruymann would like to formally acknowledge and thank the FOTL for all of their recent donations to improve the Library; Dan Glenn will make a resolution.
