September 11 & 25, 2017

Mayor Keith Francis called the regular Council Meeting of September 11, 2017 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

ROLL CALL:

Council Members Julie Zehe, Anthony Smith and John Ruymann answered roll call.  A motion was made by Councilperson Zehe with a Second from Councilperson Smith to excuse Councilperson Fallow. Motion Carried.

APPROVAL OF MINUTES:

A motion was made by Councilperson Smith with a second by Councilperson Zehe to accept the regular minutes of August 28, 2017 with corrections.  Motion carried.

PUBLIC HEARING: None

CITIZENS COMMENTS: None

 

MAYOR’S REPORT: Infrastructure Update – Reminder of meeting on September 14, 2017. Councilperson Zehe and Councilperson Smith verified they would be attending.

PRESENTATIONS/COMMITTEE REPORTS: None

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

POLICE REPORT: 

Sgt Lewis Gave a brief oral report. Talked about the city shop being broken into and what they are doing to recover items.

 

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departmentsAlso gave a brief overview of the break in at the city shop and what he is going to do to prevent break ins in the future.

 

STAFF REPORT:  None

 

OLD BUSINESS:

Pearson Property Acquisition- council authorized mayor to sign draft with a hold harmless agreement in place.

Umpqua Bank and Building ATM Agreement- moved to workshop

CORRESPONDENCE:

Sharp Family- thank you letter

 

NEW BUSINESS:

Public Works Mutual Aid Agreement- A motion was made by Councilperson Ruymann with a second from Councilperson Zehe to sign the contract as written. Motion Carried.

Open Council Position- update on interest shown in position. Moved to workshop.

Mayor Pro-tem Appointment- Moved to workshop.

ORDINANCES & RESOLUTIONS: 

RES #413 Property Purchase- A motion was made by Councilperson Smith with a second Councilperson Ruymann to purchase the Pearson property. Motion Carried.

 

EXECUTIVE SESSIONS: None

 

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #19009-19019 dated 8/28/2017, in the amount of $4,748.91.  Checks #19020-19033 dated 9/7/2017, in the amount of $16,539.85. 

Payroll Checks #12682-12686 and EFT claims dated August 2017 in the amount of $14,194.10. 

Motion was made by Councilperson Smith and seconded by Councilperson Zehe to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS:

Councilperson Smith-  wanted to recognize the 16th anniversary of 9/11 and the people who lost their lives in that tragic attack. Mayor Keith Francis asked for a moment of silence.

A Motion was made by Councilperson Zehe with a second by Councilperson Smith to recess the meeting until September 25, 2017 at 8:05 PM. Motion Carried.

Recessed meeting opened September 25, 2017 at 7:30.

Mayor updated council on the property purchase.

Mayor pro tem appointment: A Motion was made by Councilperson Zehe with a second by Councilperson Smith to appoint Councilperson Fallow as mayor pro tem. Motion Carried.

A motion was made by Councilperson Smith with a second by Councilperson Zehe to adjourn meeting at 7:31. Motion Carried.
