Mayor Anthony Smith called the regular Council Meeting of September12, 2022 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.


ROLL CALL:

Council Members Bill Breedlove, Dan Martin, John Ruymann and Julie Zehe answered roll call. A motion was made by Councilperson Breedlove and seconded by Councilperson Zehe to excuse Councilperson Fallow. All in favor. Motion carried.


APPROVAL OF MINUTES:

Motion made by Councilperson Breedlove with a second by Councilperson Ruymann to approve the minutes of the Regular Meeting of July 11 & 25, 2022. All in favor. Motion Carried.


PUBLIC HEARING: None


CITIZENS COMMENTS:

Citizen Randall Russel made a complaint about the road dust and debris during the Crack Sealing Project. He would also like better notification in the future.

POLICE REPORT:

Submitted July and August report.


PUBLIC WORKS REPORT:

Monthly reports for August and September were presented. A motion was made by Councilperson Breedlove with a second by Councilperson Martin to replace the failed meter at the school, not exceeding a total of $4000, expense to be billed to the contractor on the remodel project that is responsible for its failure. All in favor. Motion Carried.

NEW BUSINESS:

Jim Damitio was present to discuss with council his recent Road use Permit and ROW crossing request. He gave the history of his ownership of the property and the timeline and events of his attempts to get it logged in a timely manner. He wanted the council to know that he was unhappy with how it was processed and that it took too long for his purposes this year and wanted an affirmation from them that he could move forward with the project next season. A motion was made by Councilperson Martin with a second by Councilperson Ruymann to approve the new permit with the understanding that weight slips aren’t always available for each load. All in favor. Motion Carried.

Motion to accept made by Councilperson Breedlove with a second by Councilperson Martin to pay our bills. All in favor. Motion Carried.


COUNCIL COMMENTS:

Councilperson Ruymann wanted to note the Governors announcement regarding the end to remaining COVID-19 emergency orders and state of emergency by Oct. 31.

Councilperson Martin announced that he would be moving and would be vacating his council position. The rest of the council thanked him for his time on the council.


No further business. A Motion was made by Councilperson Martin with a second from Councilperson Ruymann to adjourn the meeting at 9:03 pm. All in favor. Motion carried.
