Mayor Sims called the regular Council Meeting of October 27, 2014 to order at 7:30 P.M.
Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Mayor Thomas Sims, Council Members John Ruymann, Allan Palmerson, Angelo Cilluffo, Traci Fallow and Julie Zehe answered roll call. Full Council Present.
APPROVAL OF MINUTES:
A motion was made by Councilman Cilluffo with a second by Councilor Ruymann to accept the recessed regular meeting minutes of September 8th and the continuance of that meeting on September 22nd, 2014 as written. Motion carried.
PUBLIC HEARING: None
CITIZENS COMMENTS:
Buck Meile updated the council on the happenings of Grace St. and its night activity. He also encouraged everyone to vote. He also hopes that some of the dilapidated homes would be improved. He stated that he hasn’t seen any officers in town lately.
MAYOR’S REPORT:
The City has started the discussion with the Chehalis Tribe to patrol Oakville. There will be more details available later and further discussion.
PRESENTATIONS/COMMITTEE REPORTS:
Jennifer Crocker asked the council what the community can do to make Oak St safer for kids that are going to and from school. She suggested a speed limit reduction or speed bumps, and at the minimum, sidewalks and crosswalks. The City has applied for and continues to try for the “Safe Routes to School” grants to pay for these upgrades. The council discussed various options.

POLICE REPORT: None
WATER/STREET REPORT:
Public Works Director, Dan Thompson’s Water, Streets, Cemetery, Parks & Misc report was in the packets. Many major water leaks have been repaired, saving the city money in PUD costs already. Prison Crew cleared alley ways and areas for City entrance signs. Discussed grant for street improvements.
STAFF REPORT: None
OLD BUSINESS: Bids for City Hall. Bids were chosen for the electrical work and the floor covering for the City Hall improvement projects. A motion was made by Councilman Cilluffo with a second by Councilor Fallow to accept the Great Floors bid for the flooring work. Motion carried. A motion was made by Councilman Fallow with a second by Councilor Zehe to accept the Schumacher bid for the electrical work. With the electrical project done first. Motion carried.
CORRESPONDENCE: (Discussion about a recent L&I inspection done by Timberland)

RES# 394: Public Defense Standards - A motion was made by Councilman Fallow with a second by Councilor Cilluffo to accept RES# 394. Motion carried.
RES# 395: CIAW By-Laws - A motion was made by Councilman Cilluffo with a second by Councilor Fallow to accept RES# 395. Motion carried.
RES# 396: MRSC Roster - A motion was made by Councilman Cilluffo with a second by Councilor Zehe to accept RES# 396. Motion carried.
CLERK’S REPORT:
Amy Durga, Oakville’s Clerk/Treasurer submitted: Checks #17821 - 17839 dated 09-24-14 in the amount of $6,260.77. Checks #17840 - 17860 dated 10-15-14 in the amount of $13,932.18. Payroll Checks #12203 -12220 dated 09-26-14 in the amount of $14,896.04
Motion was made by Councilor Fallow and seconded by Councilman Cilluffo to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

COUNCIL COMMENTS:
Councilman Palmerson: Happy to have the remodel projects going and also glad to look at other options for policing. Council Fallow: Interested in new policing options and also getting things safer for kids walking to school. Councilwoman Zehe: Wishes everyone a Happy Halloween Councilman Cilluffo: Excited to see all of the improvements going on in City Hall and also in town if we go with Tribal Policing. Mayor Sims: Will have more information about Tribal Policing and Budgeting.
