Mayor Keith Francis called the regular Council Meeting of October 8, 2018 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members Julie Zehe, Traci Fallow, Allen Werth and John Ruymann answered roll call. A motion was made by Councilperson Fallow with a second from Councilperson Zehe to excuse Councilperson Smith. Motion Carried.

 

APPROVAL OF MINUTES:

A motion was made by Councilperson Fallow with a second by Councilperson Zehe to accept the regular minutes of September 10, 2018.  Motion carried.

 

PUBLIC HEARING: None


CITIZENS COMMENTS:

Mitchel Smith- wants the city to act on neighbor’s house that has broken city ordinances and has infraction against it. Also is a public health and safety concern.

Donnie King- Spoke to the council about the need to do everything possible to keep the library in the community, and how important the library is to this community.

PRESENTATIONS/COMMITTEE REPORTS: None

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda. Also submitted a letter of resignation.

 

POLICE REPORT:  Officer Parris handed out a written report.

 

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.

ORDINANCES & RESOLUTIONS:  

RES #417 Solid Waste Disposal Rates- A motion was made by Councilperson Werth with a second from Councilperson Ruymann to accept the plan as written. Motion Carried.

  

EXECUTIVE SESSIONS: None

 

CLERK’S REPORT: 

Clerk-Treasurer, Amy Durga, submitted:  Checks #19422-19438 dated 09/24/2018, in the amount of $7,551.56.  Checks #19439-19452 dated 10/04/2018, in the amount of $12,469.66. 

Payroll Checks #12770-12776 and EFT claims dated September 2018 in the amount of $16,816.37. 

Motion was made by Councilperson Werth and seconded by Councilperson Zehe to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS: None

 

A Motion was made by Councilperson Fallow with a second by Councilperson Werth to recess the meeting until October 22, 2018 at 7:30PM. Motion Carried.

Mayor Keith Francis called the recessed Council Meeting of October 8, 2018 to order at 7:30 P.M.

 

Council Members Julie Zehe, Traci Fallow, Anthony Smith, Allen Werth, and John Ruymann all answered roll call.  Full Quarum.

 

MAYOR’S REPORT

Introduction of L. Hoffman- Hoffman told council a little about himself and his qualifications.


WATER/STREET REPORT: Richard Armstrong Would like the council to approve Backhoe purchase for the replacement of existing Backhoe that is currently broken. A motion was made by Councilperson Fallow with a second from Councilperson Smith to purchase 1995 Case Backhoe for 16,500. Motion Carried.

 

DISCUSSION:

Regular council meeting of November 12, 2018 has been moved to November 5, 2018 in observance of Veteran’s day


A motion was made by Councilperson Fallow with a second by Councilperson Smith to adjourn the meeting at 7:50. Motion Carried.
