Mayor Thomas Sims called the regular Council Meeting of November 14, 2016 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members Julie Zehe, Allan Palmerson, Angelo Cilluffo and John Ruymann answered roll call.  A motion was made by Councilperson Zehe with a second by Councilperson Cilluffo to excuse Councilperson Fallow.  Motion carried.

 

APPROVAL OF MINUTES:

A motion was made by Councilperson Ruymann with a second by Councilperson Cilluffo to accept the regular minutes of October 18, 2016.  Motion carried.

 

PUBLIC HEARING:

2017 Property Tax hearing 7:31- 7:31 no comments or questions.

2017 1st Budget hearing 7:32-7:32 no comments or questions.

CITIZENS COMMENTS: None

MAYOR’S REPORT:

Mayor Sims met with French Wetmore who works with the flood authority to help us re adopt maps for FEMA insurance purposes. Nothing changed for Oakville but will change for coast. He wants to meet with Don and possibly others. Without FEMA reports residence, will not be able to get insurance.

 

PRESENTATIONS/COMMITTEE REPORTS: None

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

POLICE REPORT:

Report was given to council by Sergeant Lewis

WATER/STREET REPORT: 

Public Works Director, Richard Armstrong submitted a written Water, Streets, Cemetery, Parks & Misc report, which was included in the packets. Richard Armstrong also updated council on the water license situation. Discussion about water samples and location.

STAFF REPORT:

Clerk/Treasurer Amy Durga submitted the 2017 draft budget- moved to workshop for discussion.

OLD BUSINESS:

Non-Conforming Use Modifications- Don Terry recommends draft D, currently in front of council for consideration. A motion made by Councilperson Cilluffo with a second by Councilperson Ruymann to refer the matter to the hearing examiner. Motion Carried.

CORRESPONDENCE: 

Lemay Increase (published Nov. 3, 2016) A motion was made by Councilperson Palmerson with a second by Councilperson Cilluffo to accept the increase

NEW BUSINESS:   

Refund Levy for 2017 A motion was made by Councilperson Cilluffo with a second by Councilperson Palmerson.  Councilperson Ruymann voted NO.

ORDINANCES & RESOLUTIONS:

ORD. #613 - Allen St. Vacation. Councilperson Palmerson withdrew from discussion. A motion was made by Councilperson Cilluffo with a second by Councilperson Ruymann to set the price at $1.00 per square foot. Motion Carried. A motion was made by Councilperson Zehe with a second by Councilperson Cilluffo to adopt ordinance #613 as written. Motion Carried.

ORD. #614 - 2017 Property Tax Levy. A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to adopt ordinance #614 with 1% increase. Motion Carried. Councilperson Ruymann votes NO.

ORD. #615 - Non-Conforming Use referred to hearing examiner.

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #18664-18672 dated 10-25-2016, in the amount of $3,755.84. Checks #18673-18692 dated 11-10-2016, in the amount of $27,582.76. Payroll Checks #12613-12619 and EFT Claims dated 10/2016, in the amount of $11,329.60.

Motion was made by Councilperson Zehe and seconded by Councilperson Cilluffo to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

NEWS: 

There will be a City Hall drop of for Giving Tree Donations.

Spaghetti feed and tree lighting will be Dec. 3rd at the school. Tree will be planted in lot by welcome sign.

Elma Eagles Riders will have a free Thanksgiving feed November 20th at the Elma Eagles.
