Mayor Keith Francis called the regular Council Meeting of November 13, 2017 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Council Members Julie Zehe, Traci Fallow, Anthony Smith and John Ruymann answered roll call. Full Quorum.
APPROVAL OF MINUTES:
A motion was made by Councilperson Ruymann with a second by Councilperson Smith to accept the regular minutes of October 9, 2017. Motion carried.

CITIZENS COMMENTS: None
MAYOR’S REPORT: Council members in charge of committees with citizens as members. Discussion to continue at workshop. Town hall meetings maybe every month or every other month that way committees can get together and discuss certain topics.
PRESENTATIONS/COMMITTEE REPORTS: None
ATTORNEY’S REPORT:
Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.
POLICE REPORT:
Sgt Lewis Gave a brief oral report. 140 Calls for October.
WATER/STREET REPORT:
Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. 1Year of Satisfactory water samples! IACC review- wanted to invite council to attend the next tech meeting.
STAFF REPORT: None
OLD BUSINESS:
Umpqua Bank and Building ATM Agreement- A Motion was made by Councilperson Zehe with a second from Councilperson Smith to discuss bank building. Motion Carried. Councilperson Fallow said that bank is a good part of the history of our town. Councilperson Smith asked does the city want to be a landlord? A motion was made by Councilperson Smith with a second from Councilperson Fallow to not sign the lease agreement with Umpqua bank. Motion Carried.
Open Council Position- Allen Werth introduced himself to council.
CORRESPONDENCE:
Werth- Letter of interest for council position. A motion was made by Councilperson Ruymann with a second from Councilperson Zehe to appoint Allen Werth to the city council. Motion Carried. Allen Werth took the oath of office and joined the council meeting.
NEW BUSINESS:
BC Cleaning Service Rate Increase- A motion was made by Councilperson Ruymann with a second by Councilperson Smith to accept the rate increase. Motion Carried.
Re-Levy Certificate- A Motion was made by Councilperson Fallow with a second by Councilperson Zehe to accept re-levy certificate. Motion Carried.
Draft 2018 Budget- Moved to workshop
ORDINANCES & RESOLUTIONS:
ORD #619- Property Tax- A Motion was made by Councilperson Fallow with a second from Councilperson Smith to accept ordinance as written. Motion Carried.
EXECUTIVE SESSIONS: None
CLERK’S REPORT:
Clerk-Treasurer Amy Durga, submitted: Checks #19065-19079 dated 10/18/2017, in the amount of $4,726.57. Checks #19080-19106 dated 11/9/2017, in the amount of $17,657.50.
Payroll Checks #12693-12698 and EFT claims dated October 2017 in the amount of $16,120.91.
Motion was made by Councilperson Zehe and seconded by Councilperson Smith to accept the Clerk’s Report as presented for payment of the bills. Motion carried.
