In the absence of Mayor Norskog the regular Council Meeting of November13, 2012 was called to order by Mayor Pro Tem Richard Hawkins at 7:30 P.M.

 

ROLL CALL:

Richard Hawkins, Thomas Sims, Traci Fallow, John Ruymann, and Lisa Stephens answered roll call.

 

APPROVAL OF MINUTES:

Motion was made by Councilman Sims and seconded by Councilor Stephens to accept the recessed meeting of October 8th and October 22nd, 2012 as written.  Motion carried.

PUBLIC HEARING:

2013 Budget  &  2013 Property Levy-  No comments.  The Public Hearing was closed.

 

CITIZENS COMMENTS:  None

 

MAYOR’S REPORT:  None

 

PRESENTATIONS/COMMITTEE REPORTS:  None

 

ATTORNEY’S REPORT:  Included in Packets

 

POLICE REPORT: Lt. Porter reported the average time spent in the city for October was 44 hours per week and for the year 48 hours.  The contract calls for 40 hours. He stated that with the election of a new sheriff, the department is in transition and as always when there is a new sheriff, there are budget questions and issues.  However, everything seems to be running just fine.

 

WATER/STREET REPORT:   

Public Works Director, Dan Thompson, submitted a written Water, Streets, Cemetery, Parks & Misc report in packets.

 

STAFF REPORTS:     

Flood Authority – Dan Thompson read his report from October 18 meeting which was in the packets.

                                                                                                                 

CORRESPONDENCE:

A letter from Joe Atoch is in packets.  Also included in packets is City Attorney, Dan Glenn’s response to Mr. Atoch’s letter.

NEW BUSINESS:

2013 Budget:  Each council member has a copy. The budget will be discussed at the next

workshop.  There is one more public meeting scheduled in December before the budget can

be passed.

 

ORDINANCES & RESOLUTIONS:

ORDINANCE #593 – A motion was made by Councilman Sims with a second by Councilmember Fallow to adopt Ordinance #593 An Ordinance Relating To The Establishment Of The Regular Tax Levy For The Year 2012 For The Collection In The Year 2013; Making Findings; And Reserving Rights.

 

ORDINANCE #594 – An Ordinance In Relation To Governmental Administration; Adding A New Section To Chapter 2.04 Of The Oakville Municipal Code Providing A Procedure For Public Hearing In The Absence Of Any Statutory Provision, & Providing For The Waiver Thereof In Certain Situations.

A motion was made by Councilmember Stephens and seconded by Councilmember Fallow to adopt Ordinance # 594.  Motion carried.

 

RESOLUTION #386 – A Resolution Adopting A Policy To Insure Gender Neutrality In The Use Of The City’s Parks And Recreation Facilities.

Councilmember Fallow made a motion to adopt Resolution #386.  Councilman Sims made the second.  Motion carried.

 

CLERK’S REPORT: 

The City Clerk submitted Checks #17070 thru #17081 dated 10-17-12 in the amount of $6,053.04;

Checks #17082 thru 17106 dated 11-09 -12, in the amount of $13,361.46

Payroll Checks #11794 thru #11812 dated 10-31-12, in the amount of $13,455.51

Motion was made by Councilperson Fallow and seconded by Council member Stephens to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

CITIZENS COMMENTS:  None

COUNCIL COMMENTS:

Council member Sims:  Still feels the city should do something about the medical marijuana stores in town.

 

Dan Thompson, Public Works Director commented he had read in the Vidette that Bill Henry was awarded $50,000 from Grays Harbor County on his 2011 lawsuit.
