NOTE:  Meeting was held on Tuesday night.  Monday was a holiday.

 The November 12, 2013 regular meeting of the City Council was called to order by Mayor Charles Norskog.  

 

Mayor Charles Norskog asked everyone to join in the Pledge of Allegiance.

 

ROLL CALL:

Council members answering roll call were: Richard Hawkins, John Ruymann, Thomas Sims, and Lisa Stephens.  A motion was made by Councilman Sims, with a second by Council member Stephens to excuse the absence of Council member Fallow. Motion carried.   Councilor Fallow arrived at 7:32.

 

APPROVAL OF MINUTES:

A motion was made by Council member Hawkins and seconded by Councilor Stephens to accept the regular meeting minutes of October 14, 2013 as amended.  Motion carried. 

 

PUBLIC HEARING: 

2014 Property Tax – No questions or comments.  7:32 – 7:33PM

2014 Budget (1 of 2) – Councilor Hawkins suggested the budget should include funds to replace outdated water meters.  7:33 – 7:34 PM

 

CITIZENS COMMENTS: 

Annie Evans:  Works for the Oakville School District.  Made a few comments regarding the Timberland Library.

 

MAYOR’S REPORT:  None

 

ATTORNEY’S REPORT:  Included in packets

Councilor Hawkins inquired if attorney Dan Glenn had received and communication regarding annual levy to which Mr. Glenn answered that he had not.

 

POLICE REPORT:  None

 

WATER/STREET REPORT:   

Public Works Director, Dan Thompson submitted a written Water, Streets, Cemetery, Parks & Misc report, which was included in the packets.  The Dept. of Ecology has invoked  the 30 day extension for review of transfer for the Cox water rights.  They need more information.

 

Mayor Norskog asked the council’s opinion on what kind of finish the new park sign should have.  He stated it was very well done, but was unsure if it should be left alone, painted, or what.  He was unsure.  A plaque to commemorate Al Brant, for whom the park was named, will be attached to the sign.

 

STAFF REPORTS:  None

OLD BUSINESS:

2014 Draft Budget

Code Enforcement and Building Permits were topics of discussion.

 

CORRESPONDENCE:  None

 

NEW BUSINESS: 

Levy Refund Letter – Tabled until next workshop.

 

New Rates for Garbage Service from LeMay – New rates need to be published, but no other action needed.

ORDINANCES & RESOLUTIONS:

RES #389 – Surplus of City Owned Vehicle – 1999 Crown Vic:  Tabled until next workshop for more discussion.

ORD #597 – Property Tax Levy – Councilman Hawkins made a motion to approve the property tax levy ordinance.  Councilor Sims seconded the motion.    Motion carried. 

ORD #598 – State Licensed Marijuana Producers:  Tabled until workshop

 

CLERK’S REPORT: 

Amy Durga, the Clerk/Treasurer submitted:

Checks #17473 thru #17486 dated 10/31/13 in the amount of $5,078.81;

Checks #17487 thru #17497 dated 11/06/13, in the amount of $3,341.09;

Payroll Checks #12009 thru #11989 dated 8/28/13, in the amount of $13,116.91

 A motion was made by Councilman Sims and seconded by Councilmember Stephens to pay the bills.  Motion carried.

 

COUNCIL COMMENTS:

Councilmember Stephens welcomed the new council members.  Mayor Norskog concurred.
