Mayor Sims called the regular Council Meeting of November 10, 2014 to order at 7:30 P.M.
Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Mayor Thomas Sims, Council Members John Ruymann, Allan Palmerson, Angelo Cilluffo, and Julie Zehe answered roll call. A motion was made by Councilwoman Zehe with a second by Councilman Ruymann to excuse Councilwoman Fallow. Motion carried.
APPROVAL OF MINUTES:
A motion was made by Councilman Cilluffo with a second by Councilman Ruymann to accept the regular minutes of October 27, 2014. Motion carried.
PUBLIC HEARING:
2015 Property Tax Levy Hearing - Open at 7:31 PM. Council and citizens asked questions and discussed the various options of imposing the 1% tax or banking it. Hearing closed at 7:44 PM.
2015 Budget Hearing - Open at 7:44 PM. Mayor and Council asked questions and made some budget suggestions. Hearing closed at 7:47 PM.

PRESENTATIONS/COMMITTEE REPORTS:
Dan Thompson will submit a written report at the next meeting on the research that he has done regarding increasing safety for the students walking to school on Oak St.
ATTORNEY’S REPORT:
Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.
POLICE REPORT:
Lt. Porter submitted a written report of the hours spent in Oakville.
WATER/STREET REPORT:
Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.

NEW BUSINESS:
2015 Draft Budget. Discussion was held on whether or not to remain a member of the Grays Harbor Council of Governments.
Levy a Refund Levy – tabled.
ORDINANCES & RESOLUTIONS:
RES# 397: Solid Waste Disposal - A motion was made by Councilman Ruymann with a second by Councilman Palmerson to accept RES# 397. Motion carried.
ORD# 602: 2015 Property Taxes - Tabled.
CLERK’S REPORT:
Clerk-Treasurer Amy Durga, submitted: Checks #17861-17869 dated 10-24-14 in the amount of $21,724.49. Checks #17870-17882 dated 11-06-14 in the amount of $4,414.35. Payroll Checks #12221-12238 dated 10-29-14 in the amount of $13,811.96.
Motion was made by Councilman Cilluffo and seconded by Councilwoman Zehe to accept the Clerk’s Report as presented for payment of the bills. Motion carried.
COUNCIL COMMENTS:
Councilman Ruymann asked for an executive session. No other council comments.
EXECUTIVE SESSIONS:
An executive session was held from 8:35 PM - 8:40 PM, considering Personnel issues under the provisions of RCW 42.56.110.
Charles Wallace from GHC Emergency Management was present to discuss the city’s emergency strategies. The city needs to update its Emergency Management Plan and another meeting will be scheduled to involve Fire Chief Witt as well.
Mayor Sims recessed the meeting until November 24, 2014.
CITY OF OAKVILLE COUNCIL MEETING MINUTES - November 24, 2014
Mayor Sims called the recessed Council Meeting of November 24, 2014 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Mayor Thomas Sims, Council Members John Ruymann, Allan Palmerson, Angelo Cilluffo, Traci Fallow, and Julie Zehe answered roll call. Full council present.
MAYOR’S REPORT:
Chief Wyman of the Chehalis Tribal Police came to answer questions about the possibility of contracting with them for policing services in the future.
PRESENTATIONS/COMMITTEE REPORTS:
Kelly Metz of the Friends of the Library presented the council with a letter offering to grant the money needed for the carpet and windows in the Library portion of the City Hall building. A motion was made by Councilman Cilluffo with a second by Councilwoman Fallow to authorize the mayor to enter into an agreement with the FOTL to accept the grant, after exact pricing for the Library portion are obtained. Motion carried.
ATTORNEY’S REPORT:
Attorney Dan Glenn submitted a written supplemental report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.
POLICE REPORT:
Lt. Porter addressed his concerns regarding the possibility of Oakville contracting with the Chehalis Tribe for policing in the future.
STAFF REPORT:
Dan Thompson submitted a report regarding his progress on the Emergency Action Plan for Oakville.
OLD BUSINESS:
Levy a Refund Levy – A motion was made by Councilman Ruymann with a second by Councilman Palmerson to choose option C - “Oakville does NOT wish to Re-Levy and of the funds for 2015. Motion carried.
ORDINANCES & RESOLUTIONS:
ORD# 602: 2015 Property Taxes - A motion was made by Councilman Ruymann with a second by Councilwoman Fallow to accept ORD# 602 -2015 Property Tax Levy. ORD Draft B was chosen which will NOT increase the regular tax levy by 1% for 2015. Motion carried.
