Mayor Anthony Smith called the regular Council Meeting of November 12, 2019 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.

ROLL CALL:

Council Members Julie Zehe, Traci Fallow, Angelo Cilluffo, Allen Werth, and John Ruymann answered roll call. Full Quorum.

APPROVAL OF MINUTES:

A motion was made by Councilperson Cilluffo with a second by Councilperson Werth to accept the regular minutes of October 14, 2019. Motion carried.

PUBLIC HEARING:

2020 Property Tax Levy Hearing- Opened 7:31 Closed 7:34

1st 2020 Budget Hearing- Opened 7:34 Closed 7:36

POLICE REPORT: None

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. A Motion was made by Councilperson Fallow with a second from Councilperson Ruymann to approve the pump repairs for the state street well and to get more bids to repair well #3. Motion Carried.

STAFF REPORT: None

OLD BUSINESS: None

CORRESPONDENCE:

Lemay 2020 Rate Increase- A motion was made by Councilperson Ruymann with a second from Councilperson Fallow to accept the Lemay rate increase with a Resolution number of 422. Motion Carried.

DOC Letter of Agreement- Tabled so the attorney can write a memorandum of understanding.

NEW BUSINESS:

Refund Levy- A motion was made by Councilperson Fallow with a second from Councilperson Zehe to accept the refund. 3 votes yes and 1 vote no. Motion Carried.

ORDINANCES & RESOLUTIONS:

ORD# 625- 2020 Property Tax Levy- A motion was made by Councilperson Ruymann with a second from Councilperson Werth to except the levy as written. Motion Carried.

EXECUTIVE SESSIONS: None

CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #19856-19869 dated 10/28/2019, in the amount of $6,824.55. Checks #19870-19887 dated 11/06/2019, in the amount of $13,807.67.

Payroll Checks #12856-12862 and EFT claims dated October 2019 in the amount of $19,621.79.

Motion was made by Councilperson Cilluffo and seconded by Councilperson Zehe to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

COUNCIL COMMENTS: None

Motion was made by Councilperson Fallow with a second from Councilperson Zehe to adjourn the meeting at 8:20.

Emergency Special Meeting - November 25, 2019

Mayor Anthony Smith called the Special Council Meeting of November 25, 2019 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance

ROLL CALL:

Council Members Julie Zehe, Traci Fallow, Angelo Cilluffo and John Ruymann answered roll call. A motion was made by Councilperson Cilluffo with a second from Councilperson Fallow to excuse Councilperson Werth. Motion Passed.

NEW BUSINESS:

Well Pump Repairs- bids were presented to the council to repair well pump #3. A motion was made by Councilperson Cilluffo with a second from Councilperson Zehe to accept the bid from Advanced Drilling. Motion Carried.

A Motion was made by Councilperson Fallow with a second by Councilperson Zehe to Adjourn the meeting at 7:58 PM. Motion Carried
