Mayor Angelo Cilluffo called the regular Council Meeting of November 09, 2020 to order at 7:30 P.M.

ROLL CALL:

Council Members Bill Breedlove, Dan Martin, Julie Zehe, and John Ruymann answered roll call. A Motion was made by Councilperson Ruymann with a second from Councilperson Zehe to excuse Councilperson Fallow. Motion Carried.

APPROVAL OF MINUTES:

A motion was made by Councilperson Ruymann with a second by Councilperson Breedlove to accept the regular minutes of October 12, 2020. Motion carried.

PUBLIC HEARING:

2021 Property Tax Hearing: 7:35- 8:10

2021 Budget Hearing 1 of 2: 8:15- 8:16

PRESENTATIONS/COMMITTEE REPORTS: None

ATTORNEY’S REPORT:

Attorney, Chris Bates, updated council about the Cemetery Rules and on the sale of the Eagle St. property.

POLICE REPORT: None

WATER/STREET REPORT:

No written report. Public Works Director, Richard Armstrong, did update the council on things in the city i.e. Replacement of water meters, 3 new meters going in, and fire flow test at the school.

STAFF REPORT:

Budget Discussion- no discussion

OLD BUSINESS:

New Park Equipment- A Motion was made by Councilperson Breedlove with a second from Councilperson Ruymann to purchase and install the new playground equipment. Motion carried.

Fence Slats- A motion as made by Councilperson Breedlove with a second from Councilperson Ruymann to go with the slat bid from the Farm Store. Motion Carried.

NEW BUSINESS:

Refund Levy- Moved to recessed meeting Monday November 23, 2020

ORDINANCES & RESOLUTIONS:

RES # 428 Teamsters Contract- A Motion was made by Councilperson Ruymann with a second from to except the contract as written. Motion Carried.

ORD # 629 2021 Property Tax Levy- Tabled till Nov. 23, 2020

CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #20256-20268 dated 10/27/2020, in the amount of $12,942.41. Checks #20269-20283 dated 11/05/2020, in the amount of $13,292.83. Payroll Checks #12938-12944 and EFT claims dated October 2020 in the amount of $19,153.55.

A motion was made by Councilperson Martin with a second from Councilperson Breedlove to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

COUNCIL COMMENTS:

A Motion was made by Councilperson Martin with a second from Councilperson Ruymann to recess the meeting at 8:55 PM. Motion Carried.

PRESENTATIONS/COMMITTEE REPORTS:

Citizen Award Discussion- Discussion on how to move forward next year with citizen of the year award. Also, discussion on how to honor citizen of the year this year.

OLD BUSINESS:

Eagle St. Property- Council asks Clerk/Treasurer, Amy Durga, to contact a couple realtors to get price analysis for Eagle St. Property.

Cemetery Rules- A Motion was made by Councilperson Martin with a second from Councilperson Zehe to accept RES #429 as written to replace RES#300. Motion Carried.

STAFF REPORT:

Property Tax Discussion- Clerk/Treasurer, Amy Durga, went over information to clarify the property tax levy. Small discussion with council to clarify what the property tax levy is and where the money comes from.

2021 Budget Discussion- Discussion about the budget.

NEW BUSINESS:

Refund Levy- A Motion was made by Councilperson Ruymann with a second from Councilperson Zehe to accept option C of the refund levy. Motion Carried.

BC Cleaning Services- A motion was made by Councilperson Ruymann with a second from Councilperson Zehe to accept the new rates for Covid19 Cleaning as written. Motion Carried.

ORDINANCES & RESOLUTIONS:

ORD #629- 2021 Property Tax Levy- A motion was made by Councilperson Martin with a second from Councilperson Breedlove to accept the Ordinance as written. 2 yes- Councilperson Martin and Councilperson Breedlove. 2 no- Councilperson Ruymann and Councilperson Zehe. Mayor, Angelo Cilluffo votes yes to break the tie. Motion Carried.
