Mayor pro tem Traci Fallow called the regular Council Meeting of November 05, 2018 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance. 


ROLL CALL:

Council Members Julie Zehe, Traci Fallow, Anthony Smith and Allen Werth answered roll call. A Motion was made by Councilperson Zehe with a second from Councilperson Smith to excuse Councilperson Ruymann. Motion Carried.


APPROVAL OF MINUTES:

A motion was made by Councilperson Zehe with a second by Councilperson Smith to accept the regular minutes of October 8, 2018, and the recessed minutes of October 22, 2018. Motion carried. 


PUBLIC HEARING:

2019 Property tax Levy: opened 7:36 no comments Closed at 7:37

2019 Budget 1st hearing: Opened 7:37 no comments Closed 7:38

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda


POLICE REPORT: None


WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. Richard Armstrong stated that he now has his water operator license.

A Motion was made by Councilperson Smith with a second from Councilperson Werth to accept HCI bid to repaint the water tanks and to have HCI do the work to the tanks. Motion Carried.

A Motion was made by Councilperson Fallow with a second from Councilperson Smith to fix Fruedenthal/Horting water meter situation per the recommendations made by Richard Armstrong and Dan Glenn. Motion Carried.

NEW BUSINESS:

West Cedar Family Trust Fine Appeal- A motion was made by Councilperson Zehe with a second from Councilperson Smith to uphold the fine. Motion Carried.

Re-Levy Levy- A Motion was made by Councilperson Werth with a second by Councilperson Zehe to accept the re-levy levy. Motion Carried.


ORDINANCES & RESOLUTIONS:

RES# 418 Backhoe Surplus: A Motion was made by Councilperson Zehe with a second from Councilperson Smith to accept the resolution as written. Motion Carried.

ORD #621 2019 Tax Levy: A Motion was made by Councilperson Smith with a second from Councilperson Zehe to accept the tax levy has written. Motion Carried.

ORD #622 Business Licenses: A Motion was made by Councilperson Smith with a by Councilperson Zehe to accept option one in section 5 and to partner with the BLS (WA State Business Licensing Service). Motion Carried. Councilperson Werth abstained.


EXECUTIVE SESSIONS: None


CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #19453-19471 dated 10/22/2018, in the amount of $6,181.18. Checks #19472-19491 dated 11/05/2018, in the amount of $31,722.82.

Payroll Checks #12777-12783 and EFT claims dated October 2018 in the amount of $20,489.62.

Motion was made by Councilperson Zehe and seconded by Councilperson Werth to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

A Motion was made by Councilperson Fallow with a second by Councilperson Zehe to Adjourn the meeting at 8:24 PM. Motion Carried.
