Mayor Angelo Cilluffo called the regular Council Meeting of March 8, 2021 to order at 7:30 P.M.


ROLL CALL:

Council Members Bill Breedlove, Julie Zehe and John Ruymann answered roll call. A motion was made by Councilperson Ruymann with a second from Councilperson Zehe to excuse Councilperson Martin and Councilperson Fallow. Motion Carried.


APPROVAL OF MINUTES:

A motion was made by Councilperson Ruymann with a second by Councilperson Zehe to accept the regular minutes of February 8, 2021. Motion carried.


PUBLIC HEARING: None


CITIZENS COMMENTS: None


MAYOR’S REPORT:

Fire Hydrants- Fire hydrant by the old bank building needs replaced. A Motion was made by Councilperson Ruymann with a second from Councilperson Breedlove to replace the hydrant by the old bank building. Motion Carried.

Gravel Roads- Reported that he had a meeting with the county to fix the gravel roads in town. A contract will be ready for review at the workshop.


PRESENTATIONS/COMMITTEE REPORTS: None


ATTORNEY’S REPORT:

Attorney, Chris Bates, informed the council that he has met with Don Terry about property issues and came up with a game plan to take action against a couple problem properties in town.


POLICE REPORT: None


WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. Regarding the Flagpole at the Final Rest Cemetery Richard Armstrong presented 3 option for the council to choose from. A Motion was made by Councilperson Zehe with a second from Councilperson Breedlove to accept option #1. Motion Carried.


STAFF REPORT:

Street Addressing- Clerk/Treasurer, Amy Durga, reports that she has been in contact with Vicki Cummings to find grant money to fix the street addressing problem within the city and they have been unsuccessful. She does have an estimate of 6,000 from a company that the tribe used to fix their address problem. There will be a formal contract for council to review during the workshop.


OLD BUSINESS:

Recognition Policy- Council discussed policy and then did not approve it.

EXECUTIVE SESSIONS: None


NEW BUSINESS:

Community Survey Flyer- Council discussed the format of the survey. Council would like to move forward with the survey.


ORDINANCES & RESOLUTIONS:

RES 430: Eagle St. Property Surplus- A motion was made by Councilperson Ruymann with a second from Councilperson Breedlove to accept the RES 430 with the amendment that all funds will go to the park. Motion Carried.


CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #20390-20401 dated 02/18/2021, in the amount of $7,942.75. Checks #20402-20416 dated 03/04/2021, in the amount of $28,955.42. Payroll Checks #12966-12972 and EFT claims dated February 2021 in the amount of $18,509.30.

A motion was made by Councilperson Breedlove with a second from Councilperson Ruymann to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

A Motion was made by Councilperson Zehe with a second from Councilperson Ruymann to adjourn the meeting at 9:02 PM. Motion Carried.
