Councilperson Ruymann called the regular Council Meeting of June 12, 2017 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members Julie Zehe, Traci Fallow, and John Ruymann answered roll call.  A motion was made by Councilperson Zehe with a second by Councilperson Fallow to excuse Councilpersons Palmerson and Councilperson Cilluffo.  Motion carried.

A motion was made by Councilperson Zehe with a second by Councilperson Fallow to designate Councilperson Ruymann as presiding officer for this meeting. Motion Carried.

 

APPROVAL OF MINUTES:

A motion was made by Councilperson Zehe with a second by Councilperson Ruymann to accept the regular minutes of May 8 & May 15 2017.  Motion carried.

 

PUBLIC HEARING: None

 

CITIZENS COMMENTS:

Terry Keegan -4th of July Parade, request to waive permit fee. A Motion was made by Councilperson Fallow with a second by Councilperson Zehe to waive the Fee. Motion Carried. A motion was made by Councilperson Fallow with a second by Councilperson Zehe to grant authority to Councilperson Ruymann to enter any necessary agreements with the chamber regarding the parade. Motion Carried.

 

MAYOR’S REPORT: None

 

PRESENTATIONS/COMMITTEE REPORTS: None

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

 

POLICE REPORT: 

Sgt. Lewis gave a brief oral report regarding the month of May

 

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.  Also, gave an oral report on water line break near ball field.

 

STAFF REPORT:  None

 

OLD BUSINESS:

Umpqua Bank Building & ATM Agreement- Tabled to discuss at workshop

CORRESPONDENCE:

Letters of interest for Mayor position

 

EXECUTIVE SESSIONS:

7:45 Back in session at 7:50 to discuss mayor candidates RCW 42.30.110.11

 

NEW BUSINESS:

Appointment of Mayor- Both candidates, Keith Francis and Anthony Smith, spoke to the council about why they would like to be mayor.

A Motion was made by Councilperson Ruymann with a second by Councilperson Fallow to appoint Keith Francis as mayor. Motion Carried.

ORDINANCES & RESOLUTIONS:

RES# 410 Banking Resolution- A motion was made by Councilperson Fallow with a second by Councilperson Zehe to add Mayor Keith Francis to the bank account

 

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #18898-18916 dated 05/24/2017, in the amount of $5,444.58.  Checks #18917-18933 dated 06/06/2017, in the amount of $13,489.03. 

Payroll Checks #12662-12668 and EFT claims dated May 2017 in the amount of $14,570.88. 

Motion was made by Councilperson Zehe and seconded by Councilperson Fallow to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS:

Councilperson Zehe- Wanted to welcome Keith as mayor

Councilperson Fallow- Also wanted to welcome Keith as mayor

Councilperson Ruymann- Wanted to Congratulate Keith as mayor. Also wanted to thank Anthony Smith for his interest and let him know that a council position could possibly open soon.

Councilperson Fallow made a motion to adjourn the meeting at 8:05 PM. with a second by Councilperson Ruymann.  Motion carried.
