COUNCIL MEETING                                                                                                                  7:30 P.M.

 

The regular Council Meeting of July 9, 2012 was called to order by Mayor Charles Norskog at 7:30 P.M.

 

Everyone joined in the Pledge of Allegiance to the Flag.

 

ROLL CALL:

Mayor Charles Norskog, Councilpersons Richard Hawkins, Thomas Sims, and Lisa Stephens answered roll call.  Council member Hawkins made a motion to excuse the absences of Councilors Fallow and Ruymann, with a second by Councilor Stephens.  Motion carried.

 

APPROVAL OF MINUTES:

Motion was made by Councilperson Hawkins and seconded by Councilperson Sims to accept the minutes of the recessed meeting of June 11, 2012 as written.  Motion carried.

 

MAYOR’S REPORT:

Mayor Norskog reported the 4th of July parade held on Saturday was a success.  Responding to the question “When will the fountain at the park be finished?” the Mayor replied “Hopefully within the month.”  There is an area designated for skateboarders that is incomplete.  Plans are to finish that project at the same time as the fountain.  More volunteers would be greatly appreciated.  Pastor Bill Scholl will see if he can remedy the issue.

 

ATTORNEY’S REPORT:  The City Attorney submitted a written report of Legal Activities as of July 9, 2012.  Mayor Norskog introduced the Attorney Pro Tem, Charles Coker.

 

POLICE REPORT:  Lt. Porter of the Grays Harbor Sheriff’s Department submitted a summary report of hours for June, 2012.

 

WATER/STREET REPORT: 

Water:  Dan Thompson read a written report for June 8 to July 6, 2012.

Streets:  The construction project on the Harris Creek Culvert officially begins on July 17th and will be completed the last of September. Roads will be closed with detours. Councilor Sims requested for Dan to contact the contractor to see if the schedule is still correct or if things have been postponed.  The box culverts have been delayed.  Councilor Sims doesn’t want to see the road closed unnecessarily while waiting for the culverts and no work being done.

 

The sidewalk project has been broken into two parts.  Both parts are now in the hands of the grantor.  Should know in November if they have been accepted.  If accepted, construction is scheduled to begin in June, 2013.

 

STAFF REPORT:                                                                                                                                                             

A Flood Authority Update as of July 7, 2012 was included in Council packets.  Dan Thompson, Oakville’s

representative on the Flood reported the last meeting was held in Oakville.  All the members were very impressed with Oakville’s hospitality.  The Sickman Ford choke point project was discussed at their meeting.     

 

OLD BUSINESS: 

New source meter for well house #3.  Tabled until the July 23 workshop meeting.  Mayor Norskog would like to review the facts and figures.

 

Library Support Letter: 

Mayor Norskog stated he thought it was a good letter and suggested going forward.  Councilperson Sims had some concerns about security and will not sign until his questions have been answered.  Topic was tabled until next workshop meeting.  More discussion needed.

 

ORDINANCES & RESOLUTIONS:

Resolution 383 – Greenhouse Gases.  Motion was made by Councilperson Hawkins to adopt Res. 383, a Resolution Articulating Certain Recommendations In Relation To Policies To be Considered By The City In Implementing Actions.  Seconded by Councilperson Sims.  Motion carried.

Ordinance 590 – Judge Pro Tem.  Councilor Hawkins made a motion to adopt Ordinance 590, An Ordinance Relating To The Municipal Court, Amending Section 2.68.040 OMC And Section 4, Ordinance 369, Providing An Effective Date & For Severability.  Seconded by Councilor Sims.  Motion carried.

 

CLERK’S REPORT: 

The City Clerk submitted Checks #16943 thru #16957 dated 06-22-12 in the amount of $3,019.25;

Checks #16958 thru 16975 dated 07-06-12, in the amount of $16,542.37

Payroll Checks #11722 thru #11738 dated 06-01-12, in the amount of $15,254.77.

Motion was made by Councilperson Sims and seconded by Councilperson Stephens to accept the Clerk’s Report as presented.  Motion carried.

 

Councilperson Hawkins voiced a concern regarding telephone costs being too high and receiving poor customer service. He asked if quotes from other carriers could be obtained so a comparison to our current carrier could be made.

 

COUNCIL COMMENTS:

Councilor Hawkins would like a letter written to Jake Ryan thanking him for the great job he did organizing the parade.  Mayor Norskog suggested sending Terry a letter also.
