Mayor Angelo Cilluffo called the regular Council Meeting of July 20, 2020 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.


ROLL CALL:

Council Members Traci Fallow, Dan Martin, Julie Zehe, and John Ruymann answered roll call.


APPROVAL OF MINUTES:

A motion was made by Councilperson Ruymann with a second by Councilperson Zehe to accept the regular minutes of June 8 & 22, 2020. Motion carried.


PUBLIC HEARING: None


CITIZENS COMMENTS: None


MAYOR’S REPORT:

Apologized to the council for his behavior at the last council meeting.


PRESENTATIONS/COMMITTEE REPORTS:

Scott Boetcher- Flood Authority- presentation was done via zoom call


ATTORNEY’S REPORT: None


POLICE REPORT: None


WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.


STAFF REPORT:

First half of 2020 Budget Report- Clerk/ Treasurer, Amy Durga, filled in the council on how the budget is going this year. Overall, everything looks good so far, but she does warn that the water fund will take a hit because of the pandemic.


OLD BUSINESS:

Cemetery Rules- Discussion about cemetery rules will have a resolution ready for next meeting.


CORRESPONDENCE:

Sims Letter- letter stating that Tom Sims has resigned from his council position. Open position needs to be filled within 90 days of letter. Will be posted at City Hall and online.

Sharp Letter- wanted to discuss ideas for Eagle St. property and atv’s, moved to workshop.

Six Citizen Complaint Letters- Councilperson Ruymann concerned that all letters are anonymous. Mayor Cilluffo wants to be clear that he is just passing them on. Councilperson Martin agrees with Councilperson Ruymann anonymous letters are hard to take seriously and that we need to just move one.


NEW BUSINESS:

Solid Waste Management Plan- Prepare Resolution for next Business Meeting.


ORDINANCES & RESOLUTIONS:

RES #424- Flood Authority Support- A Motion was made by Councilperson Ruymann with a second from Councilperson Martin to except the Resolution as written. Motion Carried.


CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #20128-20155 dated 07/09/2020, in the amount of $22,716.78. Payroll Checks #12912-12918 and EFT claims dated June 2020 in the amount of $29,845.77

A motion was made by Councilperson Martin with a second from Councilperson Fallow to accept the Clerk’s Report as presented for payment of the bills. Motion carried.


COUNCIL COMMENTS:

John Ruymann- Hopes that we can all move forward, and we can stop being petty about everything that happened at the last meeting.


EXECUTIVE SESSIONS: None


A Motion was made by Councilperson Fallow with a second by Councilperson Zehe to adjourn the meeting at 8:42 PM. Motion Carried.
