Councilperson Dan Martin called the regular Council Meeting of July 11, 2022 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.


ROLL CALL:

Council Members Bill Breedlove, Dan Martin, John Ruymann and Julie Zehe answered roll call. A motion was made by Councilperson Zehe and seconded by Councilperson Breedlove to excuse Councilperson Fallow. All in favor. Motion carried.


APPROVAL OF MINUTES:

Motion made by Councilperson Zehe with a second by Councilperson Ruymann to approve the minutes of the Regular Meeting of June 13, 2022. All in favor. Motion Carried.


PUBLIC HEARING: None

POLICE REPORT:

Submitted June report. No concerns or questions.


PUBLIC WORKS REPORT:

Monthly report was presented. A motion was made by Councilperson Breedlove with a second by Councilperson Martin to purchase safety stands, not to exceed $1,500. All in favor. Motion Carried.

Guest Devin Jackson presented information of the TIB Crack Sealing Grant of $71,000. A motion was made by Councilperson Ruymann with a second by Councilperson Zehe to move discussion to recessed meeting with more information. All in favor. Motion Carried.

NEW BUSINESS:

Public Works Laborer Position was moved to recessed meeting.

Councilperson Ruymann requested information on the process to appoint a new Mayor Pro Tem.

CLERK’S REPORT:

Checks #20890-20900 and EFT’s dated 06/22/2022, in the amount of $7,355.24

Checks #20901-20918 and EFT’s dated 07/07/2022, in the amount of $21,284.07

Payroll Checks #13078-13084 and EFT’s for June 2022, in the amount of $18,622.75

Motion to accept made by Councilperson Breedlove with a second by Councilperson Zehe to pay our bills. All in favor. Motion Carried.


COUNCIL COMMENTS:

Councilpersons Ruymann and Breedlove thanked the Chamber for the excellent Independence Day Celebration.

Councilperson Zehe would like all the Council people on a truck next year for the parade.

No further business. At 8:50 pm a Motion was made by Councilperson Breedlove with a second from Councilperson Zehe to recess the meeting to July 25th. All in favor. Motion Carried.

Continuation of recess meeting of July 11, 2022

Mayor Smith called the recess Council Meeting of July 25, 2022 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.


ROLL CALL:

Council Members Bill Breedlove, Dan Martin, John Ruymann and Julie Zehe answered roll call. A motion was made by Councilperson Ruymann and seconded by Councilperson Breedlove to excuse Councilperson Fallow. All in favor. Motion carried.


PRESENTATIONS/COMMITTEE REPORTS:

Present were Scott Boettcher-CB Flood Authority. Guests included Vicki Raines, Edna Fund, and DeeAnne Shaw. Presented on what the CB Flood Authority does. Thankful for City of Oakville’s participation.


OLD BUSINESS:

Public Works Laborer Position entered executive session at 8:20 per RCW 42.30.110.(1)(g) and ended at 8:37 pm. A motion was made by Councilperson Ruymann with a second by Councilperson Breedlove to add a full-time Public Works Laborer position once Mark retires. All in favor. Motion carried.


NEW BUSINESS:

A motion was made by Councilperson Breedlove with a second by Councilperson Ruymann to accept Crack Seal Project bid by All Seal of $71,500. All in favor. Motion carried.

Devin Jackson lead a discussion on School Street Reconstruction Project to include 11’ rather than 12’ lanes and a non match grant commitment.

A motion was made by Councilperson Ruymann with a second by Councilperson Martin to appoint Councilperson Breedlove as the new Mayor Pro tem. All in favor. Motion Carried.


No further business. A Motion was made by Councilperson Breedlove with a second from Councilperson Ruymann to adjourn the meeting at 8:45 pm. All in favor. Motion carried.
