Welcome to Oakville City Hall

Mayor Keith Francis called the regular Council Meeting of July 9, 2018 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.

ROLL CALL:

Council Members Julie Zehe, Traci Fallow, Allen Werth, and John Ruymann answered roll call. A motion was made by Councilperson Zehe with a second from Councilperson Fallow to excuse Councilperson Smith. Motion Carried.

APPROVAL OF MINUTES:

A motion was made by Councilperson Werth with a second by Councilperson Zehe to accept the regular minutes of June 11 and 25, 2018. Motion carried.

PUBLIC HEARING: None

CITIZENS COMMENTS:

M. Smith- explaining the situation in his neighborhood. People living in RVs and trash collecting. Would like council to crack down on the problem since its in violation of city ordinances.

Frank Hensley- New Owner of Umpqua. Wanted to interduce himself, and let council know his intentions regarding the building

MAYOR’S REPORT:

Code Enforcement- stated Don Terry took him on a trip around Oakville. Would like to have a 3 step program adopted to deal with people breaking code.

PRESENTATIONS/COMMITTEE REPORTS: None

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda

POLICE REPORT: Officer Parris handed out a written report.

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. Discussion with Richard Armstrong, Amy Durga and the council about the new meter readers and our options.

ERWoW Conference and IACC Conference- a motion was made by Councilperson Fallow with a second from Councilperson Zehe to send Richard to both conferences. Motion Carried.

Auditor Exit Interview Invitation- Council invited to attend

GHCOG Letter- Welcome Letter

NEW BUSINESS:

Meter Reader Replacement- A motion was made by Councilperson Werth with a second from Councilperson Fallow to approve the meter reader replacement, New roof on well, and well #1 Meter replacement. Motion Carried.

ORDINANCES & RESOLUTIONS:

RES #416 Oakville Addition to the GHC Hazard Mitigation Plan- A Motion was made by Councilperson Fallow with a second from Councilperson Zehe to accept plan as written. Motion Carried.

EXECUTIVE SESSIONS: None

CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #19332-19343 dated 06/25/2018, in the amount of $10,160.97. Checks #19344-19355 dated 07/03/2018, in the amount of $12,017.45.

Payroll Checks #12748-12755 and EFT claims dated June 2018 in the amount of $16,960.50.

Motion was made by Councilperson Zehe and seconded by Councilperson Werth to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

COUNCIL COMMENTS: None

A Motion was made by Councilperson Fallow with a second by Councilperson Zehe to Adjourn the meeting at 8:34 PM. Motion Carried.
