Mayor Thomas Sims called the regular Council Meeting of January 11, 2016 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Council Members Angelo Cilluffo, Allan Palmerson and Julie Zehe answered roll call. A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to excuse Councilpersons Ruymann and Fallow. Motion carried.
APPROVAL OF MINUTES:
A motion was made by Councilperson Cilluffo with a second by Councilperson Palmerson to accept the regular minutes of December 14, 2015. Motion carried.
PUBLIC HEARING:
Mayor Sims opened the Public OREC Annexation Hearing at 7:32, Nick Cockrell was in attendance to represent the interests of the OREC (Oakville Regional Events Center) He listed several items as requests and information to be included in the final annexation decisions. Council did not have issue with these items and moved forward with the discussion of how to best proceed with the Annexation. Attorney Dan Glenn gave legal council on the matter suggesting some text amendments to the UDC, that will simplify this process for this annexation and those in the future, be done prior to annexing the OREC grounds. A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to refer the matter to the Hearing Examiner. Motion carried. The Public Hearing was closed at 7:38.

ATTORNEY’S REPORT:
Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda. The matters of Council Committees and Mayor pro tem will be postponed until the next meeting.
POLICE REPORT:
Lt. Porter delivered a report for the council to review. He explained to the council what the various reports and codes meant and how the hours are calculated.
WATER/STREET REPORT:
Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.
Dan recommended that the City needs to review the current Emergency Readiness of the City. The Mayor asked for a committee of the council to review our current status and see what we need to do. Councilperson Cilluffo and Councilperson Zehe volunteered to work on this together.

OLD BUSINESS:
Window Remodel Bid - FOTL accepted the bid from Porter House Construction.
Swing Set Bid - A motion was made by Councilperson Zehe with a second by Councilperson Cilluffo to Purchase the Heavy Duty 4 seat Swing set for the City Park. Motion carried.
Chehalis Tribal Jail Services Contract- A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to accept the Contract for Jail Services by the Chehalis Tribe. Motion carried.

NEW BUSINESS:
Work Crew Master Agreement - A motion was made by Councilperson Palmerson with a second by Councilperson Cilluffo to accept the Work Crew Agreement with the changes from the Attorney - Motion carried.

CLERK’S REPORT:
Clerk-Treasurer Amy Durga, submitted: Checks #18343-18359 dated 12-29-15, in the amount of $8,146.62. Checks #18360-18376 dated 01-06-16, in the amount of $17,435.56. Payroll Checks #12467-12482 dated 12-30-15 in the amount of $12,053.82.
Motion was made by Councilperson Zehe and seconded by Councilperson Cilluffo to accept the Clerk’s Report as presented for payment of the bills. Motion carried.
