Mayor Thomas Sims called the regular Council Meeting of January 09, 2016 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members John Ruymann, Angelo Cilluffo, and Julie Zehe answered roll call.  A motion was made by Councilperson Zehe with a second by Councilperson Cilluffo to excuse Councilperson Palmerson and Coucilperson Fallow.  Motion carried.

 

APPROVAL OF MINUTES:

A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to accept the regular minutes of April 11, 2016.  Motion carried.

 

PUBLIC HEARING: none

CITIZENS COMMENTS: none

 

MAYOR’S REPORT: none

 

OLD BUSINESS:

Municipal Court Judge Appointment: Judge Art Blauvelt read oath and signed. A motion was made by Councilperson Cilluffo with a second from Councilperson Zehe. Motion carried

(Councilperson Fallow arrived at 7:34)

 

PRESENTATIONS/COMMITTEE REPORTS: Summit Pacific Medical Center: Talking about the happening of what is going on in Elma and building of new wellness center.

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

POLICE REPORT:

Sergeant Lewis Gave a brief oral report to the council

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written Water, Streets, Cemetery, Parks & Misc report, which was included in the packets.

 

STAFF REPORT: none

CORRESPONDENCE:

Hearing Examiner recommendation for Building Code Text Amendment

Lemay- Change to 30 gal. carts instead of inserts

NEW BUSINESS:

2017 Mayor Pro Tem:  Motion made by Councilperson Ruymann with a Second by Councilperson Zehe to Appoint Councilperson Cilluffo as the mayor pro-tem for 2017

2017 Council Committees: Motion made by Councilperson Ruymann with a second by Councilperson Fallow to approve council committees.

ORDINANCES & RESOLUTIONS:

ORD # 616 Flood plain & ORD # 617 Non-Conforming use Both moved to recessed meeting to take place on January 30th

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #18729-18750 dated 12/28/2016, in the amount of $12,065.06.  Checks #18751-18766 dated 01/05/2017, in the amount of $19,951.75.  Payroll Checks #12627-12633 and EFT Claims for 01/2017 in the amount of $11,571.12.

Motion was made by Councilperson Fallow and seconded by Councilperson Zehe to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

COUNCIL COMMENTS:

Councilperson Ruymann wanted to wish everyone happy holidays, Councilperson Fallow is excited about Summit Pacific, Mayor Sims wished everyone happy holidays has well.

At 8:29 PM  Mayor Sims recessed the meeting until January 30th Motion was made by Councilperson Fallow with a second by Councilperson Zehe.

ODINANCES AND RESOLUTIONS: 

ORD # 616 FEMA Flood Plain Maps:  A motion was made by Councilperson Cilluffo with a second from Councilperson Fallow to adopt the ordinance as written. Motion Carried.

ORD # 617 Non-Conforming Use: A motion was made by Councilperson Cilluffo with a second from Councilperson Ruymann to adopt the ordinance as written. Motion Carried

RES 409 Surplus Items: A motion was made by Councilperson Ruymann with a second from Councilperson Zehe to adopt the Resolution as written. Motion Carried.
