Mayor Keith Francis called the regular Council Meeting of February 12, 2018 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members Traci Fallow, Anthony Smith, Allen Werth, and John Ruymann answered roll call.. A motion was made by Councilperson Ruymann with a second from Councilperson Smith to excuse Councilperson Zehe and Councilperson Fallow. Motion Carried.

 

APPROVAL OF MINUTES:

A motion was made by Councilperson Smith with a second by Councilperson Ruymann to accept the regular minutes of January 08, 2018.  Motion carried.

 

Councilperson Zehe arrived at 7:32

 

PUBLIC HEARING: None

CITIZENS COMMENTS : None

 

MAYOR’S REPORT:

BIA Appeal- Brief update on the meeting that the mayor had with the tribe on the property in question.

Citizen academy in Elma- Mayor only city official that signed up for these classes feels that they will be very informative.

Training for community watch- preliminary discussion for training available in town.

 

PRESENTATIONS/COMMITTEE REPORTS: None

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.  A Motion was made by Councilperson Zehe with a Second by Councilperson Smith to except the PUD agreement as written. Motion Carried.

 

POLICE REPORT:

Verbal account given to council. Officer Lewis is also requesting some shades be put on the windows in the police office.

 

WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.  Richard also introduced his new assistant Mark Hagedorn.

 

STAFF REPORT:

2017 end of the year Financial Statement-  no discussion.

OLD BUSINESS: 

2018 Committees- A motion was made by Councilperson Werth with a second from Councilperson Zehe to except committees has they are written. Motion Carried.

CORRESPONDENCE: None

NEW BUSINESS:

WSDOT JC Contract- A motion was made by Councilperson Smith with a second from Councilperson Zehe to accept the contract as written. Motion Carried.

Teamsters Contract- A motion was made by Councilperson Smith with a second from Councilperson Werth to accept the contract as written. Motion Carried.

 

ORDINANCES & RESOLUTIONS:   None

 

EXECUTIVE SESSIONS: None

 

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #19170-19188 dated 01/22/2018, in the amount of $5,272.75.  Checks #19189-19208 dated 02/07/2018, in the amount of $16,383.12. 

Payroll Checks #12712-12719 and EFT claims dated January 2018 in the amount of $18,018.73. 

Motion was made by Councilperson Zehe and seconded by Councilperson Smith to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS:

Mayor Francis- Stated that he had an excellent meeting between himself and Tribal Chair Harry Pickernell, and feels that it will be a beneficial partnership for the entire community.

 

A Motion was made by Councilperson Smith with a second by Councilperson Werth to Adjourn the meeting at 8:00 PM. Motion Carried.
