CITY OF OAKVILLE COUNCIL MEETING MINUTES      - February 09, 2015         

Mayor Thomas Sims called the regular Council Meeting of February 09, 2015 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members John Ruymann, Angelo Cilluffo, Allan Palmerson and Julie Zehe answered roll call.  A motion was made by Councilwoman Zehe with a second by Councilman Cilluffo to excuse Councilwoman Fallow.

 

APPROVAL OF MINUTES:

A motion was made by Councilman Ruymann with a second by Councilman Cilluffo to accept the regular minutes of January 12, 2015.  Motion carried.

 

Let the record show that Councilwoman Fallow arrived at 7:35.

 

PUBLIC HEARING: none

CITIZENS COMMENTS:

B.Meile thanked the mayor and council for the action taken on Grace St.

 

MAYOR’S REPORT: none

 

PRESENTATIONS/COMMITTEE REPORTS:

Fred Miller of Wave/Astound Co. discussed laying fiber optics in the City Right of Way for future technological growth in the whole region.

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

 

POLICE REPORT:

Lt. Porter was not present to present his report.  Council discussed possible policing options in the future.  A new contract from the GHC Sherriff Department will be available at the next business meeting.

 

WATER/STREET REPORT:

Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.

 

STAFF REPORT: none

 

OLD BUSINESS:

Council was updated on the current status Grace St.

 

CORRESPONDENCE:

Letter from Mr. Sharp thanking Public Works for the gravel on his street.

NEW BUSINESS:

A motion was made by Councilwoman Fallow with a second by Councilman Cilluffo to accept the Asbestos Abatement bid from KD&S Environmental Services. Motion carried.  Council discussed the agreement with the Friends of The Library. A motion was made by Councilman Cilluffo with a second by Councilwoman Fallow to allow Mayor Sims to enter into an agreement with FOTL when it has been agreed upon by both parties. Motion carried. 

 

ORDINANCES & RESOLUTIONS:  

Council discussed an ORD that would adopt International Property maintenance code for Oakville. The matter will be discussed further at a Workshop Meeting.

ORD# 605: Requirement of Water Service- An ORD requiring water service at a property in order to be occupied, for health reasons.  A motion was made by Councilwoman Fallow with a second by Councilwoman Zehe to accept ORD# 605. Motion carried.  Roll Call – All ‘Yes”.

An ORD to allow ATV’s in town was discussed and dismissed by council so that ATV’s would continue to not be allowed in town.

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #17950-17969 dated 01-29-15, in the amount of $7,109.75.  Checks #17970-17981 dated 02-04-15, in the amount of $3,363.43.  Payroll Checks #12271-12286 dated 01-29-15 in the amount of $13,591.13.

Motion was made by Councilman Cilluffo and seconded by Councilwoman Zehe to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS:

Councilman Palmerson commented that he was happy that the Grace St. issue is finally getting cleared up and hopes that we can work further with Don Terry to continue to clean up town. Councilman Ruymann wants to talk with Elma and McCleary to see if we can combine efforts to lower policing costs. He also wants to clean up the town but does not want to adopt things that take away home owners rights.  Mayor Sims is happy that things are getting straightened out on Grace St.

 

EXECUTIVE SESSIONS: none

                                                                                                               

At 8:42 P.M.  Mayor Sims recessed the meeting until February 23, 2015.

(An Emergency meeting was called for Feb.17, 2015 and the February 23rd meeting was cancelled)

 

 

CITY OF OAKVILLE COUNCIL MEETING MINUTES    - February 17, 2015

Mayor Sims called the emergency Council Meeting of February 17, 2015 to order at 6:00 P.M.  Everyone joined in the Pledge of Allegiance.

ROLL CALL:

Council Members Angelo Cilluffo, Traci Fallow and Julie Zehe answered roll call. A motion was made by Councilwoman Zehe with a second by Councilman Cilluffo to excuse Councilman Palmerson and Ruymann.

OLD BUSINESS: Council met to choose a Flooring and Window bidder so that The City could coordinate with the Asbestos Abatement already scheduled.  A motion was made by Councilwoman Fallow with a second by Councilwoman Zehe to except the bid from Porter House Construction for windows. A motion was made by Councilwoman Fallow with a second by Councilwoman Zehe to except the bid from Floor Express for all the flooring.

At 6:15 P.M. Mayor Sims adjourned the meeting.
