Welcome to Oakville City Hall

Mayor Thomas Sims called the regular Council Meeting of December 14, 2015 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

ROLL CALL:

Council Members John Ruymann, Angelo Cilluffo, and Julie Zehe answered roll call.  A motion was made by Councilperson Ruymann with a second by Councilperson Cilluffo to excuse Councilpersons Palmerson and Fallow.  Motion carried.

APPROVAL OF MINUTES:

A motion was made by Councilperson Zehe with a second by Councilperson Cilluffo to accept the regular minutes of November 09 and 23, 2015.  Motion carried.

PUBLIC HEARING:

Mayor Sims opened the 2^nd 2016 Budget Hearing at 7:37, there being no public comment, it was closed at 7:38.

CITIZENS COMMENTS:

Buck Meile thanked the Mayor and Council for their duty and service to the City in doing a thankless job.  He also wished everyone a “Blessed, Holy, Merry, Wonderful, Christmas season of Christ and a blessed New Year.”

PRESENTATIONS/COMMITTEE REPORTS: none

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

He will be getting some further answers for the Chehalis Jail Services contract for the January meeting.

POLICE REPORT: 

Lt. Porter delivered a report for the council to review. Mayor, Attorney and Council would like to meet with the Sherriff and discuss the lack of service that the City has been receiving.

WATER/STREET REPORT:

Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.  The stormwater runoff issue that affects Arla and Avarie Ct. will be discussed with WSDOT and GHC and then submitted to the Flood Authority this week, to get money approved for an Engineering Study to help alleviate this issue.

STAFF REPORT: none

OLD BUSINESS:

Chehalis Tribe Jail Contract tabled until January meeting.

Swing Set Bids tabled until January meeting.

CORRESPONDENCE: none

NEW BUSINESS:

A motion was made by Councilperson Cilluffo with a second by Councilperson Ruymann to set an Annexation Hearing for OREC (Rodeo Grounds) on January 11, 2016. - Motion carried.

ORDINANCES & RESOLUTIONS:

ORD#610 2016 Budget - A motion was made by Councilperson Ruymann with a second by Councilperson Cilluffo to accept ORD#610 adopting the 2016 Budget. Roll Call Vote: ALL YES. Motion carried.

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #18313-18342 dated 12-10-15, in the amount of $19,258.59.  Payroll Checks #12450-12466 dated 11-30-15 in the amount of $12,380.42.

Motion was made by Councilperson Zehe and seconded by Councilperson Fallow to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

COUNCIL COMMENTS:

All Councilpersons and Mayor wished everyone a Merry Christmas and Happy New Year.  Councilperson Fallow apologized for being tardy.  Councilperson Cilluffo thanked Mr. Meile for his thanks to the council.
