Everyone joined in the Pledge of Allegiance.

Mayor Norskog called the regular Council Meeting of December 10, 2012 to order at 7:30 P.M.

ROLL CALL:

Thomas Sims, Traci Fallow, John Ruymann, and Lisa Stephens answered roll call.  The Mayor informed the council that Council member Hawkins had called city hall saying he would be unable to attend the meeting.  Councilman Sims made a motion to excuse Council member Hawkins.  Council member Fallow seconded the motion.  Motion carried.

APPROVAL OF MINUTES:

Motion was made by Council member Stephens and seconded by Councilor Sims to accept the regular meeting of November 13, 2012 as written.  Motion carried.  Council member Sims noted his name had been spelled wrong.

PUBLIC HEARING:

The final public hearing on the 2013 budget was opened.  There being no comments, the  hearing closed.

PRESENTATIONS/COMMITTEE REPORTS:  None

ATTORNEY’S REPORT:  Included in Packets   In answer to a question, Attorney Dan Glenn explained how a levy shift works.

POLICE REPORT:  None

WATER/STREET REPORT:   

Public Works Director, Dan Thompson, was ill and not in attendance.  He did, however; submitted a written Water, Streets, Cemetery, Parks & Misc report, which was included in the packets.

NEW BUSINESS:

2013 Budget:  Copy of 2013 Budget in packets.  Amy Durga stated the budget includes a salary for a public works assistant to work possibly on an “on call basis”.

Business Licenses:

Topic was tabled until after the holidays.

ORDINANCES & RESOLUTIONS:

ORDINANCE #595 – An Ordinance Adopting A Budget For The Calendar Year 2013.  Council member Fallow made a motion to accept Ordinance #595.  Councilman Sims seconded the motion.  Motion passed.

CLERK’S REPORT: 

The City Clerk submitted Checks #17107 thru #17117 dated 11-26-12 in the amount of $12,571.37;

Checks #17118 thru 17133 dated 12-07 -12, in the amount of $15,260.19;

Payroll Checks #11813 thru #11829 dated 11-29-12, in the amount of $12,742.98

Motion was made by Council member Sims and seconded by Council member Ruyman to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

CITIZENS COMMENTS:  None  

COUNCIL COMMENTS:

Council members Sims and Ruymann wished everyone a good Christmas and Happy Holidays.

Dan Glenn thanked everyone for putting up with him for another year.

Mayor Norskog reminded everyone there would be no workshop on December 24^th.  The next regular meeting will be January 14, 2013.  He also wished everyone a “very merry Christmas”.
