The December 9, 2013 regular meeting of the City Council was called to order by Mayor ProTem Hawkins.  

 

Everyone was asked to join in the Pledge of Allegiance.

 

ROLL CALL:

Council members Richard Hawkins, John Ruymann, Tracy Fallow, Thomas Sims, and Lisa Stephens, answered roll call.  Mayor Charles Norskog was not in attendance.

 

APPROVAL OF MINUTES:

Councilmember Fallow Made the motion to approve the regular meeting minutes of November 12, 2013 as presented.  Councilor Ruymann seconded the motion. Motion carried.

 

PUBLIC HEARING:

Final Budget Hearing:  No comments.  7:33 – 7:34 P.M.

 

Cannabis Moratorium Extension Hearing:   Atty. Glenn answered a few questions. 7:35 – 7:39 P.M.

 

CITIZENS COMMENTS: 

 

MAYOR’S REPORT:  None

 

COMMITTEE REPORTS:

Library:  There was a brief discussion regarding grant monies received for bathroom remodel at the school and a reminder of meeting to be held at the school on the 17th at 5:30 P.M.

 

ATTORNEY’S REPORT:  Included in packets

 

POLICE REPORT:  Summary of November’s activity was given to council.

A 2007 police car reached its life expectancy in June and was sold at auction.

 

WATER/STREET REPORT:   

Public Works Director, Dan Thompson submitted a written Water, Streets, Cemetery, Parks & Misc report, which was included in the packets.

 

STAFF REPORTS:  

Park Sign – A discussion concerning the new city park sign transpired.

 

OLD BUSINESS:

Levy a Refund Letter – Motion made by Councilman Ruymann with a second by Councilmember Stephens to accept option #C.  Motion carried

 

CORRESPONDENCE:  Jansen Letter (Brewery)/Attorney Response - Mr. Jansen was in attendance to answer questions.  Must get the required permits.

 

NEW BUSINESS:  Judicial Appointment – Motion  made by Councilman Hawkins with a second by Councilmember Fallow to accept the judicial appointment of Kyle Imler.     Motion carried

 

ORDINANCES & RESOLUTIONS:

RES #389 – Solid Waste Collection – Motion by Councilor Fallow, seconded by Councilmember Stephens to accept solid waste collection contract.  Motion carried

 

RES #390: Surplus Police Car: Motion made by Councilmember Fallow with second by Councilor Sims to accept the surplus of the police car.  Motion carried

 

ORD #598 – 2014 Budget:  Motion made by Councilor Sims with a second by Councilmember Fallow to accept the 2014 Budget.  Motion carried

 

ORD #599 – Cannabis Moratorium Extension: Motion made by Councilmember Fallow with second by Councilor Stephens to extend the cannabis moratorium.  Motion carried

 

ORD #600 - 1-502 Criminal Code Update:  Motion made by Councilor Sims with a second by Councilor Hawkins to accept the criminal code update.  Motion carried

 

CLERK’S REPORT: 

Amy Durga, the City Clerk/Treasurer submitted:                                                                                         

Checks #17498 thru #17518 dated 11/22/13 in the amount of $20,896.59;

Checks #17519 thru #17529 dated 12/05/13, in the amount of $11,920.82;

Payroll Checks #11971 thru #11989 dated 8/28/13, in the amount of $12,671.60

 

A motion was made by Councilperson Stephens and seconded by Councilman Sims to pay the bills.  Motion carried.

 

COUNCIL COMMENTS:

Lisa Stephens wished everyone a merry Christmas.
