Mayor Sims called the regular Council Meeting of December 08, 2014 to order at 7:30 P.M.

Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Mayor Thomas Sims, Council Members John Ruymann, Allan Palmerson, Angelo Cilluffo, Traci Fallow and Julie Zehe answered roll call.  Full council present.

 

APPROVAL OF MINUTES:

A motion was made by Councilman Ruymann with a second by Councilman Cilluffo to accept the regular minutes of November 10, 2014 and recessed meeting of November 24, 2014.  Motion carried.

 

PUBLIC HEARING:

2015 Budget Hearing - Open at 7:36 PM. No comments were made. Hearing closed at 7:37 PM.

CITIZENS COMMENTS: none

 

MAYOR’S REPORT: none

 

PRESENTATIONS/COMMITTEE REPORTS:  none

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

 

POLICE REPORT:

Lt. Porter submitted a written report of the hours spent in Oakville. He also noted that GHC Sherriff’s department is opposed to ATV use in town for many reasons and gave his findings on the Oak St. School Zone safety concerns.

 

WATER/STREET REPORT:

Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.

 

STAFF REPORT:

Council was updated on the current status of the City remodel project with regards to the Flooring and Window bids.

 

OLD BUSINESS: none

 

CORRESPONDENCE:

Letters to and from the GHC Sheriff’s department were submitted to council. Councilman Palmerson asked about the status of the discussion with the Chehalis Tribe for policing work. Mayor Sims is still following up on that and is hoping to have further discussions with them soon.

NEW BUSINESS:

The Hearing Examiners report for the recent public hearing regarding zoning for marijuana growing and selling in town was presented to council and a Public Comment session was opened at 8:55 PM. Council Discussed the report and various options. Public Comment was closed at 8:59 PM.

 

ORDINANCES & RESOLUTIONS:  

ORD# 603: 2015 Budget- A motion was made by Councilman Cilluffo with a second by Councilman Ruymann to accept ORD# 603. Motion carried. 

ORD# 604: Marijuana Zoning- A motion was made by Councilman Palmerson with a second by Councilwoman Fallow to accept ORD# 604, which does not allow marijuana to be grown, sold or distributed, either medically or recreationally in ANY zone within the City limits. Motion carried. 

Roll Call: Councilmember Ruymann - No, Councilmember Palmerson - Yes, Councilmember Zehe - Yes Councilmember Fallow - Yes, and Councilmember Cilluffo - Yes.

            

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #17883-17906 dated 11-26-14 in the amount of $26,031.99.  Checks #17907-17917 dated 12-04-14 in the amount of $17,895.33.  Payroll Checks #12239-12256 dated 11-26-14 in the amount of $12,034.24.

Motion was made by Councilman Cilluffo and seconded by Councilwoman Zehe to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS:

Councilman Palmerson said that he was glad to get this Marijuana issue behind us so that the city can move on to better issues. Council Members Fallow, Zehe, and Ruymann wished everyone Happy Holidays. Mayor Sims also reminded everyone that the next council meeting would be next year.
