Mayor Thomas Sims called the regular Council Meeting of August 10, 2015 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

ROLL CALL:

Council Members John Ruymann, Angelo Cilluffo, and Julie Zehe answered roll call.  A motion was made by Councilperson Ruymann with a second by Councilperson Zehe to excuse Councilperson Fallow and Councilperson Palmerson.

APPROVAL OF MINUTES:

A motion was made by Councilperson Cilluffo with a second by Councilperson Ruymann to accept the regular minutes of July 13, 2015.  Motion carried.

PUBLIC HEARING: none

CITIZENS COMMENTS: none

MAYOR’S REPORT: A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to approve the installation of a projector screen in the council chambers by TRL.

PRESENTATIONS/COMMITTEE REPORTS: none

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda.

A motion was made by Councilperson Cilluffo with a second by Councilperson Zehe to allow the Mayor to execute the deeds to close the mater on the Chouinard property transfer.

Discussion on the status of the Tribal Jail contract.  Clarification was made that this would be in addition to the agreement to the Grays Harbor Jail Contract, and more details are still being worked out and will be brought to a future meeting.

POLICE REPORT:  Lt. Porter was present at the meeting to give a report. He said that he will be doing a thorough audit of the hours reported by the officers, after he gets back from vacation, since they seem much lower than what was actually worked.

WATER/STREET REPORT: none

STAFF REPORT: none

OLD BUSINESS:

Chouinard Property (dealt with earlier in the meeting)

City Park Rules – Discussion on allowing dogs in park and fixing the picnic table in the park.  Subject of new City Park Rules, moved to the next Workshop.

CORRESPONDENCE: none

NEW BUSINESS:

Town Hall meeting on Annexation of properties located north of town, scheduled for August 20th at 6:30PM.  Since a quorum will possibly be present, then this meeting will be recessed until the 20th.

ORDINANCES & RESOLUTIONS: none

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #18178-18191 dated 07-29-15, in the amount of $11,891.49.  Checks #18192-18200 dated 08-06-15, in the amount of $7,485.03.  Payroll Checks #12376-12393 dated 07-31-15 in the amount of $14,765.84.

Motion was made by Councilperson Cilluffo and seconded by Councilperson Zehe to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

RECESSED MEETING                                     __________________                           August 20, 2015

Mayor Thomas Sims called the recessed Council Meeting of August 20, 2015 to order at 6:30 P.M.  Everyone joined in the Pledge of Allegiance.  This meeting has been called in order to discuss the possible annexation of some properties north of town.  Many property owners assembled and asked questions about the proposed annexation. Some for, some against, most just wanting more answers before a decision could be made.  The Mayor answered some of the questions and said that this was just the first step to see how much interest there is in moving forward. There will be more information sent to them in the near future regarding how much tax revenue the City will gain from the annexation and what the City intends to do with those funds.

Mayor Sims adjourned the meeting at 7:30 PM.
