Councilperson Angelo Cilluffo called the regular Council Meeting of August 12, 2019 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.


ROLL CALL:

Council Members Julie Zehe, Allen Werth, and John Ruymann answered roll call. A Motion was made by Councilperson Ruymann with a second from Councilperson Zehe to excuse Councilperson Fallow. Motion Carried.


APPROVAL OF MINUTES:

A motion was made by Councilperson Zehe with a second by Councilperson Ruymann to accept the regular minutes of July 8, 2019. Motion carried.

MAYOR’S REPORT: None


PRESENTATIONS/COMMITTEE REPORTS:

Oakville School District- Rich Staley- spoke about the crisis at the school with the kitchen. Needs serious renovation per the health departments requirements. Also spoke of a leaky roof. Has been searching for funds and they have found a grant. Rich is coming to the city because the kitchen/cafeteria is the place where citizens would meet in an emergency. Rich has found a grant, but they can’t apply for it on their own they need a civic entity. Requesting that we partner with them to apply for this grant. A Motion was made by Councilperson Werth with a second from Councilperson Ruymann to back the school district with getting this grant. Motion Carried.


ATTORNEY’S REPORT: None


POLICE REPORT: None


WATER/STREET REPORT:

Public Works Director, Richard Armstrong submitted a written report on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments.


STAFF REPORT: None


OLD BUSINESS:

Rezone Proposals- A Motion was made by Councilperson Werth with a second from Councilperson Zehe to except rezone option #1. Councilpersons Zehe and Werth votes yes. Councilperson Ruymann Votes no. Motion Carried. Matter will be forwarded to the hearings examiner.


CORRESPONDENCE:

WA State Auditor Entrance Letter- Clerk/Treasurer Amy Durga explained the letter to the council members. Regular audit for 2017 and 2018 in progress.

NEW BUSINESS:

Certified Payments Contract- A Motion was made by Councilperson Ruymann with a second from Councilperson Zehe to allow Clerk/Treasurer Amy Durga to sign the contract as written. Motion Carried.

Allen Werth meeting with his clients in sheriff office- Councilperson Werth explained why he would like to use the sheriff’s office and who he would be meeting with. Discussion was tabled for workshop.

CLERK’S REPORT:

Clerk-Treasurer, Amy Durga, submitted: Checks #19756-19773 dated 07/22/2019, in the amount of $4,491.79. Checks #19774-19788 dated 08/08/2019, in the amount of $14,729.13.

Payroll Checks #12834-12841 and EFT claims dated July 2019 in the amount of $18,530.36.

A motion was made by Councilperson Zehe with a second from Councilperson Werth to accept the Clerk’s Report as presented for payment of the bills. Motion carried.

A Motion was made by Councilperson Ruymann with a second by Councilperson Zehe to Adjourn the meeting at 8:04 PM. Motion Carried.
