The recessed council meeting of April 9, 2012 was called to order by Mayor Charles Norskog at 7:30 P.M.

Everyone joined in the Pledge of Allegiance to the Flag.

ROLL CALL:

Mayor Charles Norskog, Councilpersons Richard Hawkins, Traci Fallow, Thomas Sims, Lisa Stephens and John Ruymann answered roll call.

APPROVAL OF MINUTES:

Motion was made by Councilperson Ruymann to accept the minutes of April 9, 2012 as presented.  Seconded by Councilperson Fallow.  Motion carried.

PRESENTATIONS/COMMITTEE REPORTS:

Safe Routes to School Grant.  Kayloe Dawson, PE, Chehalis Tribe Planning Department explained the project and the collaboration with the Chehalis Tribe, City of Oakville and Oakville School District.  The design phase proposes sidewalk and parking improvements along Oak Street and School Street and is in the planning stage and adjustments may occur throughout the design phases.  The use of green strips, on-street parking areas, bicycle facilities were discussed.  The design phase is set to begin in 2013 pending successful funding and then there will be opportunities for public comment and further engineering reviews will be accomplished.

Harris Creek Project.  The full funding for the replacement and upgrade of the existing Harris Creek Culver Crossing at South Bank Road is secured.  The project schedule is set to begin May 1, 2012 and should be complete mid October 2012.  There will be a road closure sometime late June through September and traffic will be re-routed.

NEW BUSINESS: 

Park Lighting -Street lighting bids were discussed.  Since the pictures on the various lighting bids were not clear, the Mayor asked for clearer pictures and to also look into the placement of new poles. 

Also Councilperson Ruymann mentioned that some of the benches around town are in need of repair.  Cost of material to repair rather than dispose of the benches was discussed.

CLERK’S REPORT:

The City Clerk presented Checks #16882 through #16894 dated 04-20-12 in the amount of $6,475.93.

Motion was made by Councilperson Hawkins and seconded by Councilperson Sims to accept the Clerk’s Report as presented.  Motion carried.
