April 13, 2015

Mayor Thomas Sims called the regular Council Meeting of April 13, 2015 to order at 7:30 P.M.  Everyone joined in the Pledge of Allegiance.

 

ROLL CALL:

Council Members John Ruymann, Angelo Cilluffo, Allan Palmerson, and Julie Zehe answered roll call.  Motion was made by Councilman Cilluffo and seconded by Councilwoman Zehe to excuse Councilwoman Fallow.  Motion carried.

 

APPROVAL OF MINUTES:

A motion was made by Councilwoman Zehe with a second by Councilman Cilluffo to accept the regular minutes of March 09, 2015.  Motion carried.

 

PUBLIC HEARING: none

CITIZENS COMMENTS:

B.Meile in favor of passing the Property Maintenance ORD to help clean up Oakville.

A.Thompson is against the Annexation up Capitol Ridge Road and will gather petitions against it.

 

MAYOR’S REPORT: none

 

PRESENTATIONS/COMMITTEE REPORTS: none

 

ATTORNEY’S REPORT:

Attorney Dan Glenn submitted a written report to the city council with his legal opinions on the current issues of the city and tonight’s agenda. Discussion about what was is needed to get the annexation in motion. Attorney Glenn will have petition paperwork available for the workshop meeting.

POLICE REPORT:

Lt. Porter discussed the current hours that have been done in Oakville and also urged the council to make a decision on the new Contract that was given in February. The service would be cut without a contract but at this time they will continue to provide service since we are still paying the original contract. Mayor Sims assured said that the council will have further information at the workshop meeting for the GH Sherriff Contract and also information about possible Chehalis Tribe Policing Contract.

 

WATER/STREET REPORT:

Public Works Director, Dan Thompson updated the council on the projects and work being done around the city in the Water, Streets, Cemetery and Parks departments. 

 

STAFF REPORT:

Council was brought up to date on the status of the Remodel which is mostly complete except for a few small touchup projects. FOTL has paid their portion and we are now looking at better lighting for Library and rebates for the windows thru the PUD.

 

OLD BUSINESS:

Future annexation will be discussed further at the workshop meeting.

NEW BUSINESS: none

ORDINANCES & RESOLUTIONS: 

RES# 399: Thanking Friends of the Library - Motion was made by Councilman Ruymann and seconded by Councilwoman Fallow to accept RES#399.  Motion carried.

ORD# 606: Property Maintenance Code- Motion was made by Councilman Ruymann and seconded by Councilman Cilluffo to accept ORD#606.  Motion carried-ALL YES.

ORD# 607: Franchise Agreement- Motion was made by Councilwoman Fallow and seconded by Councilman Cilluffo to accept ORD#607.  Motion carried-ALL YES.

CLERK’S REPORT: 

Clerk-Treasurer Amy Durga, submitted:  Checks #18014-18049 dated 03-27-15, in the amount of $21,857.26.  Checks #18050-18073 dated 04-09-15, in the amount of $40,201.88.  Payroll Checks #12303-12319 dated 03-31-15 in the amount of $12,249.09.

Motion was made by Councilman Cilluffo and seconded by Councilman Palmerson to accept the Clerk’s Report as presented for payment of the bills.  Motion carried.

 

COUNCIL COMMENTS:

Councilwoman Fallow commented on how great it looks after the remodel.  Councilman Palmerson would like to get the Police Contract taken care of right away.  Councilman Cilluffo is happy with the remodel and hopes we can get some better lights.  Councilman Ruymann thanked the FOTL for helping with the remodel and also the Mayor for getting everything done.  Mayor Sims thanked the staff for getting the remodel project done in a timely manner and he is working on lighting and landscaping of the new City Entrance Signs. We have volunteers to maintain the beds after they are established.
