Mayor Anthony Smith called the regular Council Meeting of April 11, 2022 to order at 7:30 P.M. Everyone joined in the Pledge of Allegiance.
ROLL CALL:
Council Members Bill Breedlove, John Ruymann and Julie Zehe answered roll call. A motion was made by Councilperson Zehe and seconded by Councilperson Breedlove to excuse Councilperson Fallow and Councilperson Martin. All in favor. Motion carried.
APPROVAL OF MINUTES:
Motion made by Councilperson Ruymann with a second by Councilperson Zehe to approve the minutes of the Regular Meeting of March 14, 2022. All in favor. Motion Carried.
MAYOR’S REPORT:
Critical Areas Ordinance Update (for water plan) was moved to Workshop.
WATER/STREET REPORT:
Monthly report was submitted, no discussion.
OLD BUSINESS:
Rob Wilson updated City the gravel Roads will be done in June or July.
NEW BUSINESS:
Attorney RFQ published. No submittals in time for this meeting.
OSD Superintendent Rich Staley provided information on a possible shared-use building for the community and requested a letter of Support from the City of Oakville to WA Dept. of Health for a grant to fund the Oakville School Based Health Care Center. Citizens Elizabeth Brochman & Tanya Weaver asked questions about this possible health care program.
A motion made by Councilperson Ruymann with a second by Councilperson Breedlove to accept the OSD-Letter of Support. All in favor. Motion Carried.
CLERK’S REPORT:
Checks #20805-20815 and EFT’s dated 03/23/2022, in the amount of $6,405.36.
Checks #20816-20834 and EFT’s dated 04/07/2022, in the amount of $15,518.11.
Payroll Checks #13057-13063 and EFT’s for March 2022, in the amount of $17,705.01.
Motion to accept made by Councilperson Breedlove with a second by Councilperson Zehe. All in favor. Motion Carried.

MAYOR’S REPORT:
Devin Jackson-School Street update. Water hookup for the School remodel has to be approved by the Department of Health because it is considered a water main extension.
OSD Architect does not want to wait to work with the City project to combine.
OLD BUSINESS:
Neeley-Simmons Park Discussion, order sign for the new park.
NEW BUSINESS:
Younglove & Coker Attorney Proposal. A motion made by Councilperson Zehe with a second by Councilperson Breedlove to accept the Younglove & Coker Attorney Proposal. All in favor. Motion Carried.
Water System Plan update Project. Motion made by Councilperson Breedlove with a second by Councilperson Zehe to apply for a Preconstruction Loan to the Drinking Water State Revolving Fund for a zero interest loan of $125,000 to pay an engineer to write an updated water system plan. All in favor. Motion Carried.
COUNCIL COMMENTS:
Council requests post be made on Facebook regarding the resent vandalism in town. Sheriff office will also be doing more patrols.
